Extends STTransformVector

Splits a vector file with a network of polylines, typically representing a stream network, into individual segments. Adds attributes for:

• Segment length
• Reach distance - distance from the start of the reach (polyline) to the segment
• Total distance - distance from the start of the network (mouth of the river system) to the segment
